On September 25, 2026, the first updated auctions for the allocation of the annual support quota for new solar generation facilities were held. Preliminary results have already been published on the Prozorro.Sale platform.
Two auctions were held on September 25 – one for solar generation projects combined with energy storage systems (Solar PV + BESS) and another for solar PV facilities without energy storage.
“Solar PV + BESS” Auction – a 100,000 kW capacity lot was offered.
24 companies participated, submitting a total of 26 price bids. The total capacity declared by the participants amounted to 385.9 MW, nearly 3.9 times the lot capacity.
The price bids were distributed as follows:
- minimum price – 5.97 euro cents/kWh;
- maximum price – 11.45 euro cents/kWh;
- average price – 9.54 euro cents/kWh.
“Solar PV” Auction – the lot offered for solar PV projects without BESS amounted to 50,000 kW.
Only 2 companies participated, submitting 3 price bids. The total declared capacity amounted to 38.99 MW, or approximately 78% of the lot capacity.
The price bids were:
- minimum price – 7.30 euro cents/kWh;
- maximum price – 7.99 euro cents/kWh;
- average price – 7.76 euro cents/kWh.
A comparison of the two auctions demonstrates a significant difference in the level of competition.
At the Solar PV + BESS auction, the number of participants was 12 times higher than at the solar PV auction without energy storage – 24 companies versus 2.
At the same time, the minimum bid for Solar PV + BESS – 5.97 euro cents/kWh – was lower than the minimum bid at the solar PV auction without BESS – 7.30 euro cents/kWh. One factor contributing to this difference may be the significantly higher level of competition at the auction involving energy storage.
The total declared capacity at the Solar PV + BESS auction amounted to 385.9 MW, which is 3.86 times the lot capacity. For solar PV projects without BESS, participants offered only 38.99 MW against a 50 MW lot.
The price ranges also differed. At the Solar PV + BESS auction, the difference between the minimum and maximum bids was almost twofold, while at the solar PV auction without storage the price range was significantly narrower – approximately 9.5%.
The average bid at the Solar PV + BESS auction was 9.54 euro cents/kWh, approximately 23% higher than the average price at the solar PV auction without storage – 7.76 euro cents/kWh.
Ivan Balytsky, Head of the Legal Committee of the Solar Energy Association of Ukraine (SEAU), commented on the results of the first auctions:
“The auctions demonstrated strong participant interest in Solar PV + BESS, with a high level of competition. In my view, the auction would have been significantly more interesting if it had been conducted not as a blind (closed) auction, but as an open one, allowing participants to adjust their bids after the sealed price offers were disclosed. As for the solar PV auctions (without BESS), it appears that they were simply overlooked – there was no competition. Therefore, the total capacity offered by participants as a result of the auction will be reduced.”
SEAU emphasizes that the protocols published on Prozorro.Sale contain the preliminary results of the auctions. Following the auctions, the Guaranteed Buyer must verify the participants’ compliance with the competition requirements, including financial security, submitted documents, and qualification criteria.
Therefore, the lowest price bid alone does not guarantee that a participant will be declared the winner.
The official auction results are to be published within 10 business days after completion of the participant verification process.
