Vladyslav Sokolovskyi, Chairman of the Board of the Solar Energy Association of Ukraine, provided commentary to the international industry media outlet pv magazine on the new rules governing Ukraine’s energy market introduced by Law No. 4777-IX.
According to Mr. Sokolovskyi, the new law represents a comprehensive set of changes that gradually remove barriers in the market. At the same time, the key signal for investors is greater market predictability, an extended planning horizon, and a lower entry threshold for new projects.
Among the key innovations are the extension of renewable energy auction support until 2034, the introduction of a separate category for Solar + Storage projects with a minimum 10% quota, as well as the creation of more flexible and transparent conditions for the implementation of new investment projects.
“For investors, it is important that the market is moving toward more system-integrated projects, particularly combining generation and energy storage. Such assets offer a more stable revenue model in the long term,” noted Vladyslav Sokolovskyi.
The law also предусматривает the simplification of regulatory requirements for energy storage systems, the possibility of using escrow accounts as an alternative to bank guarantees, and the introduction of a flexible grid connection mechanism, which opens the way for the implementation of hundreds of projects previously unable to connect due to infrastructure constraints.
The issue of renewable energy facilities in temporarily occupied territories has also been addressed, reducing legal uncertainty for investors.
SEAU emphasizes that further market development will largely depend on the quality of secondary legislation; however, the overall direction is already clear — Ukraine’s energy market is moving toward more transparent, predictable, and investment-friendly rules.
