JSC “Guaranteed Buyer” has announced that two auctions for the allocation of support quotas for the construction of new electricity generation capacities from solar radiation energy will be held on September 25, 2026. The auction announcements were published on August 21.
This year’s auction model provides for separate quotas for conventional solar power plants and for projects combining solar PV plants with energy storage systems (ESS).
Auction for Solar PV
- Date and time: September 25, 2026, 12:40
- Quota volume: 50 MW
- Maximum bid price: €0.08 per kWh
Auction for Solar PV + ESS
- Date and time: September 25, 2026, 12:00
- Quota volume: 100 MW
- Maximum bid price: €0.12 per kWh
Participation in the PV + ESS auction is subject to additional requirements for the energy storage system. The ESS power capacity must be at least 80% of the installed capacity of the generating units, while its energy capacity must be at least 2 kWh per each kW of installed solar PV capacity.
At the same time, support for such projects will be provided only during specified time intervals – from 00:00 to 11:59 and from 14:00 to 23:59. No market premium will be paid during the period from 12:00 to 13:59.
The auctions provide for the allocation of quotas for facilities located in the Dnipropetrovsk, Zhytomyr, Zaporizhzhia, Kyiv, Kirovohrad, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, Cherkasy and Chernihiv regions, as well as the city of Kyiv.
At the same time, these restrictions do not apply to areas of active hostilities and temporarily occupied territories for which no end date of hostilities or temporary occupation has been determined.
Both auctions will be held through the electronic trading system of JSC “Prozorro.Sale”, using the services of authorized electronic marketplaces.
SEAU has already discussed the new rules for “green” auctions. On June 9, 2026, the Solar Energy Association of Ukraine (SEAU) held a closed meeting of the SEAU Legal Committee dedicated to the new rules for conducting “green” auctions.
During the meeting, with the participation of Kateryna Dankylova, Deputy Director for Prospective Projects at JSC “Guaranteed Buyer,” participants examined the updated state support mechanism in detail, including a separate quota for PV + ESS projects, a maximum support price of up to €0.12 per kWh, requirements for storage system power and capacity, the auction participation procedure, and common reasons for participant disqualification.
