On 27 July, the Association’s General Assembly will be held. The agenda includes the election of the ASEU Board and the Audit Committee. It is also planned to resolve all organisational and legal issues that have accumulated during the pandemic and full-scale military aggression and require immediate resolution.
The new Board will hold a competition for the position of the ASEU Director, which will be launched immediately after the General Assembly on the basis of already approved transparent procedures. The new management will continue the transformation and further development of the ASEU. The purpose of this transformation is to increase the efficiency and scaling of the ASEU through the adoption of ethical principles, development of updated goals and the strategy for the coming years.
Ms Yaroslava Arapbayeva, an energy lawyer, has been temporarily appointed as the ASEU Director to deal with operational issues. Over the next three months, she will ensure the conduction of a transparent competition for the position of the ASEU Director and the holding of the General Assembly.
“Our efforts will result in a renewed and more efficient Association that will effectively influence the growth of the share of renewable energy in Ukraine’s energy mix. A strong public association with a large number of members and transparent procedures will definitely have a greater impact on the sector. The renewed Board will allow a wider range of organisations to actively integrate into our community, participate in decision-making and defend the interests of the solar energy industry,” said Yaroslava Arapbayeva.
Vladyslav Sokolovskyi, Chairperson of the ASEU Board, emphasised:
“The focus of the ASEU’s activities will be on supporting the Association’s members in these difficult times. The state of “green” tariff payments will remain under the control of the ASEU. Another important part of our work is to assist the Association’s members in reimbursement of losses caused by the war. In the second half of 2023 and beyond, we will provide legal and technical assistance to our members. Depending on the region, from 30 to 40% of all solar power plants have been damaged, and 62 PV plants are located in temporarily occupied territories.
The ASEU will continue to support the development of decentralised solar generation – PV power plants up to 20 MW. The Association will continue to actively participate in the discussion and submit proposals to draft laws and regulations that stimulate the development of solar energy. An important part of this work will be to convey the expert opinion of the Association’s members to The National Energy and Utilities Regulatory Commission in the course of regulations preparation for the development of the recently adopted laws – #9011-d and ‘On Prevention of Abuse in Wholesale Energy Markets (REMIT)’.
We are also planning to strengthen our cooperation with international energy organisations, including IRENA, SolarPower Europe, BSW, the International Energy Agency (IEA), and the Global Solar Council.

The Solar Energy Association of Ukraine (ASEU) is the largest non-profit and non-governmental organisation in the solar energy sector that unites solar energy sector participants and promotes the development of renewable energy in Ukraine. It was founded in 2017.
