Solar Agro Conference 2025: Agrivoltaics as a Path to Energy Independence for the Agricultural Sector

On June 6, 2025, the Solar Energy Association of Ukraine held the Solar Agro Conference as part of the AGRO UKRAINE SUMMIT, which brought together more than 2,000 visitors from over 1,300 companies, 110 exhibitors, and more than 140 leading speakers.

The event united representatives from the energy, agricultural, banking, and public sectors to discuss the prospects for agrivoltaics development in Ukraine, technological innovations, and legal and financial solutions for implementing solar power plants on farms.

Opening remarks were delivered by Vladyslav Sokolovskyi, Chairman of the Board of the Solar Energy Association of Ukraine, who emphasized the strategic importance of agrivoltaics for the energy independence of the agricultural sector, and by Dmytro Shtefan, Director of Tokmak Diesel Mash – the title partner of the conference – who presented Ukrainian production of autonomous energy sources.

Among the guests and participants of the event were representatives of SEAU member and partner companies: Atmosfera, Sokolovskyi and Partners, Huawei Ukraine, Solar Steelconstruction, Unasolar Solar Power Plants, Sunny Systems, Viatec, Global 100% RE Ukraine and others.

The first panel discussion, “Ukraine’s AgroSun 2030”, was devoted to the national strategy for the development of agrivoltaics.

The panel was moderated by Vladyslav Sokolovskyi (SEAU). Participants included:

  • Andrii Herus, Chairman of the Verkhovna Rada Committee on Energy and Housing and Communal Services;
  • Hanna Zamazieieva, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.

The discussion focused on legislative initiatives, the European experience, the economics of implementing solar power plants in farming, and the need for energy storage systems (ESS).

Vladyslav Sokolovskyi noted: “Last year, 1,200 MW of solar panels were imported into Ukraine, more than 800 MW of which were installed — thanks to the abolition of customs duties and continued incentives for importing generating and storage equipment”.

Andrii Herus stated: “We want green energy to develop in combination with storage systems, and we are trying to actively support this”.

Hanna Zamazieieva emphasized: “ESS is very important. For example, in Germany and Austria, subsidies can be received only if energy storage systems are installed. In the EU, large solar plants are installed with ESS. Therefore, we encourage everyone to install solar power plants with energy storage”.

The second panel discussion, “Modern Technical Solutions: PV Construction, Equipment, Energy Storage Systems,” was moderated by Oleksandr Dombrovskyi, Chairman of the Board of Global 100% RE Ukraine and President of MHP Eco Energy.

Speakers included:

  • Oleksandr Aliokhin, Head of Digital Power at Huawei Ukraine, who presented Huawei’s solutions for energy independence in the agricultural sector, including energy storage systems that ensure stability even in crisis conditions.
  • Yevhen Kryvoruchko, Commercial Solar Sales Manager at Atmosfera, who focused on effective solar solutions for next-generation farmers and demonstrated how to integrate solar power into the business model of farming enterprises.
  • Denys Matviichuk, Head of Sales at ECOTECH UKRAINE, who explained why PV and energy storage are not expenses, but a long-term strategy for energy autonomy and increased profitability.
  • Yurii Lysenko, Commercial Director of RAYTON, who explained how to properly select ESS to ensure the autonomy of agricultural production while also earning on the balancing market.
  • Irena Bryk, Founder and CEO of ISO Company, who shared trends in energy transformation for businesses and emphasized that solar energy can work for the company if its potential is used strategically.

The panel concluded with a special presentation by Dmytro Shtefan, Director of Tokmak Diesel Mash. He presented Ukrainian production of autonomous energy sources under its own brand, capable of operating even in the complete absence of external power, and offered customized project solutions and a full range of services for diesel generators.

The third and final panel of Solar Agro Conference, “PV Construction. Legal and Financial Instruments. Business Models. Grant Programs,” was moderated by Ivan Balytskyi, Head of the Legal Committee of SEAU.

Participants presented various perspectives on the path to energy independence for agricultural enterprises – from bank financing to practical business experience:

  • Olesia Mishchenko, Chair of the Board of the Decarbonization Fund of Ukraine, presented state mechanisms for financing energy efficiency projects, including interest rate compensation for loans.
  • Mykola Alforov, Deputy Director of the SME Department at Ukrgasbank, spoke about bank financing tools available to the agricultural sector, including concessional loans for solar projects.
  • Serhii Savchuk, Director of Development and Investment at VITAGRO, shared his company’s experience of implementing a solar power plant, showing specific figures for savings and financial benefits.
  • Ivan Balytskyi, Head of the SEAU Legal Committee, outlined the legal aspects of implementing self-consumption PV projects and stressed the importance of proper legal support even at the planning stage.

This panel was the logical conclusion of a productive day of practical solutions and real experience, demonstrating that energy independence for the agricultural sector is achievable today.
