SEF 2025: The Forum for Innovation and Energy Recovery Took Place in Kyiv

As a result of Russian military aggression, approximately 70% of Ukraine’s energy infrastructure has been destroyed, including generation capacities and distribution hubs. Most of the damaged power plants are beyond repair. However, during the recovery period, the Ukrainian economy will require a significant increase in domestic generation capacity to form a new, resilient energy model. The foundation of Ukraine’s future energy sector lies in decentralized generation and advanced energy storage infrastructure built on intelligent management systems. Sector-specific legislation must also be adapted to reflect these changes.

On June 25–26, 2025, Kyiv hosted SEF 2025, an international platform that united key areas of modern energy solutions for the restoration and modernization of Ukraine’s energy infrastructure. The event was organized by Ibcentre, a global business platform in the field of clean technologies and renewable energy.

SEF 2025 Kyiv included a series of thematic conferences and an expo dedicated to the key segments of the energy sector and state policy in this field.

The event’s two-day intensive program featured:

CISOLAR 2025, the 14th Solar Energy Conference and Exhibition of Central and Eastern Europe, focused on distributed generation and microgrids.

During the conference, leading Ukrainian and international experts discussed strategies for decentralization, the development of renewable energy sources, innovations in energy storage and distribution, and the application of AI technologies in infrastructure management.

Market leaders, investors, government bodies, developers, EPC contractors, and equipment suppliers presented their latest products and solutions at the CISOLAR 2025 Expo.

The CISOLAR AWARDS ceremony took place during the evening reception on June 25, recognizing the region’s best solar energy projects, products, and solutions.

  •  SPP Development Ukraine won the award for Best Renewable Energy Developer.
  •  RAYTON was recognized for the Best Energy Storage Solution for Enterprises.
  •  SolarSK received the award for Best Solar Equipment.
  •  Ukrainian company Odeskabel was named Best Renewable Energy Manufacturer.

Vladyslav Sokolovskyi, Chairman of the Board of the Solar Energy Association of Ukraine (SEAU), was honored as Person of the Year in Renewable Energy.

The Conference on the Restoration and Modernization of Ukraine’s Energy Infrastructure served as a discussion platform where leading industry experts addressed the reconstruction of critical energy infrastructure using cutting-edge digital solutions and energy storage technologies.

As highlighted by Yulia Davyi, co-founder of Ibcentre and President of the Sustainable Innovation Council:

“Today, Ukraine has a unique chance not just to catch up with global energy trends, but to become one of the architects of a new global energy architecture. SEF 2025 is more than an event—it is a space where breakthrough technologies, capital, and political will come together to shape the future. We are creating the conditions for recovery to transform into scale and for partnerships to evolve into systemic solutions. Ukraine is becoming a launchpad for pilot breakthrough solutions that can later be scaled globally—and we are ready to support this process through both investment and ecosystem synergy.”

Over three years of war have underscored the critical importance of distributed generation and autonomous energy clusters in supporting not only homes but also hospitals, schools, public services, and industrial enterprises. Solar power plants, in combination with storage systems, now serve as local energy hubs throughout Ukraine.

“In wartime, solar energy remains a key driver of resilience for Ukraine’s energy system. In 2024 alone, approximately 850 MW of new solar capacity was installed. By the end of 2025, we expect installations to remain at least at the same level. We are witnessing steady growth in interest among communities and businesses toward decentralized and innovative energy solutions. Foreign companies are also showing increasing interest in the Ukrainian renewable energy market. We anticipate that the post-war recovery phase will unlock major new opportunities for rapid industry development,” – emphasized Vladyslav Sokolovskyi, Chairman of the Board of SEAU, during the panel discussion.

During the government policy panel, Artem Nekrasov, Acting Director of the State Enterprise Guaranteed Buyer, noted that despite current challenges, the enterprise actively supports the renewable energy sector and continues to reduce the debt under the green tariff. As of June 25, 2025, the debt owed by Guaranteed Buyer to RES electricity producers stood at UAH 23.3 billion, which is 35% less than the previous year.

Oleksandr Havva, CEO of JSC Market Operator, also emphasized the importance of developing a robust infrastructure of generation capacity and energy storage as a cornerstone of a resilient energy system. He noted that:

“Guarantees of origin are currently the most effective stimulus for the renewable energy sector. These certificates are tradable in Europe and, most importantly, can be redeemed by end consumers seeking green electricity. This market-based mechanism is the most efficient driver of growth in the sector.”

One of the key incentives for the growth of the solar market was the Ukrainian government’s introduction of a 0% VAT rate on imported solar modules and other key energy equipment starting from July 1, 2024.

According to Nadiia Petruchenko, Co-founder and Business Development Director at SPP Development Ukraine:

“Restoring Ukraine’s energy system requires fundamentally new approaches and technological solutions, focusing on decentralized infrastructure and renewables. Our company is currently focused on such high-tech, megawatt-scale solutions.”

A critical driver of growth in the Ukrainian renewable energy sector during wartime has been financial support from major financial institutions.

“Energy independence is not only a strategic goal for the state—it’s a daily necessity for businesses and communities. Ukrgasbank has already financed over 1,200 energy efficiency and renewable energy projects, and we are ready to scale this support. We offer simple and accessible financial tools for small, medium, and large clients seeking to reduce energy dependence. Together with the market, we are creating new opportunities for Ukraine,” – said Oleksii Savin, Director of the Sustainable Banking Department at Ukrgasbank.

The pressing needs of the sector and financial support have stimulated domestic production, despite adverse circumstances and high risks. Ukraine is increasingly becoming a testing ground for cutting-edge energy solutions—particularly in renewables and decentralization.

As Oleksandr Simonov, Deputy Director of Marketing and Sales at Odeskabel, stated: “Reliable energy infrastructure is no longer just a technical issue—it’s the foundation of national security and economic stability. SEF 2025 confirmed that Ukraine can be not only a consumer but also an exporter of next-generation energy solutions. As a leading Ukrainian manufacturer of cable and wire products, Odeskabel fully supports this movement. We’re ready to provide high-quality engineering foundations for the energy transition—from RES to critical infrastructure.”

Additional insights into the latest energy solutions and market trends were shared by:

  •  Irena Bryk, Founder and Director of ISO Company
  •  Kseniia Kovalenko, Head of Lending Department at Rayton Sun UA
  •  Oleksii Sinytsyn, CTO at Unisolar
  •  Olena Stavytska, Director at MAC Renewable Energy
  •   and many others. The SEF 2025 Kyiv conference program featured over 40 speakers in total.
