SEAU welcomes the decision of the Verkhovna Rada to extend the VAT exemption on energy equipment imports until 2028

The Solar Energy Association of Ukraine welcomes the decision of the Verkhovna Rada of Ukraine to extend the VAT exemption on energy equipment imports for the period 2026–2028.

This is an important step for the development of green generation, the deployment of battery energy storage systems (BESS), and strengthening the country’s energy resilience during wartime.

The decision applies to equipment for solar and wind power plants, energy storage systems, as well as gas-piston and gas-turbine generation. The amendment was added to Draft Law No. 14097, which was adopted in the second reading on December 3.

SEAU has been working consistently on extending the benefits for energy equipment imports since spring 2025.

In particular:

  • In May, the Association addressed an official request to Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Customs and Tax Policy, to extend the preferential period beyond January 1, 2026;
  • The issue was repeatedly discussed during meetings between SEAU Chairman of the Board, Vladyslav Sokolovsky, Mr. Hetmantsev, and representatives of the profile Committee on Energy and Utilities;
  • The initiative was actively promoted during SEAU key industry events, where the Association provided analytics, justification, and the market position regarding the critical need to extend the benefits;
  • SEAU publicly supported the initiative for an open discussion on extending preferential imports at the state level, which helped consolidate the positions of the market and lawmakers.

For the Association, this result is an example of effective cooperation between business and government, and a confirmation that systematic dialogue can lead to decisions that change the situation in the energy sector in practice.

Why is this important for Ukraine? The extension of benefits:

  • reduces the cost of implementing projects in the field of solar, wind, and BESS;
  • makes investments in energy more predictable and attractive;
  • supports the rapid restoration of damaged capacities;
  • creates opportunities for building equipment reserves;
  • helps to decentralize generation and strengthen the energy security of communities.

Previously, tax benefits made it possible to import equipment for the construction of solar power plants with a total capacity of 800 MW, which helped Ukraine pass the heating season without large-scale power outages.

SEAU thanks the Members of Parliament for supporting the initiative, in particular Andrii Herus, Chairman of the Verkhovna Rada Committee on Energy and Utilities, as well as Danylo Hetmantsev, Chairman of the Committee on Finance, Tax and Customs Policy, who initiated the public discussion and supported the extension of the benefits.

The Association emphasizes that the issue of exemption from import duties on energy equipment remains on the agenda and will be considered within other legislative initiatives.

SEAU stands ready to further contribute to the development of legislative solutions that open the way to new investments and accelerate the recovery of Ukraine’s energy system.
