The Solar Energy Association of Ukraine (SEAU), together with the Ukrainian Wind Energy Association and the European-Ukrainian Energy Agency, have sent a letter to the President of Ukraine and the Prime Minister of Ukraine regarding the appointment of a First Deputy Minister of Energy of Ukraine responsible for the development of renewable energy sources (RES).
In their joint appeal, the associations emphasize that achieving Ukraine’s strategic goal of a 27% share of RES in gross final energy consumption by 2030, as well as fulfilling commitments within the framework of European integration and the European Green Deal, requires a clear center of responsibility at the leadership level of the relevant ministry.
This concerns the systematic coordination of state policy in the areas of renewable energy, decentralized generation, flexibility, and energy storage systems (ESS), as well as the full integration of these solutions into the electricity market.
SEAU, together with other industry associations, notes the positive practical experience of cooperation with the Ministry of Energy in 2025. Through joint efforts, a number of important decisions for the sector were implemented, in particular:
- the extension of import VAT exemptions for solar power plant and ESS equipment;
- the preservation of the cash method for certain transactions in the electricity market;
- the development of solutions to improve settlements with producers under the feed-in tariff;
- the preparation of systemic legislative initiatives for the implementation of the EU acquis in the field of renewable energy.
At the same time, the associations emphasize that further scaling of the sector, attraction of investments, and the market-based development of RES and BESS require the designation of a dedicated renewable energy portfolio at the leadership level of the Ministry of Energy. Such an institutional decision, according to the signatories of the appeal, will improve the manageability of the energy transition, strengthen the confidence of investors and international partners, and accelerate the recovery of Ukraine’s energy system.
SEAU, together with its partners, confirms its readiness to continue actively participating in the formation of state policy in the field of renewable energy and to maintain a constructive dialogue with public authorities in order to achieve Ukraine’s strategic energy goals by 2030.
