A meeting chaired by Minister of Energy Svitlana Hrynchuk, with the participation of First Deputy Minister Artem Nekrasov, was held at the Ministry of Energy of Ukraine to discuss pressing issues of renewable energy development.
The discussion brought together representatives of industry associations: the Ukrainian Wind Energy Association, the European-Ukrainian Energy Agency, the Bioenergy Association of Ukraine, and the Solar Energy Association of Ukraine (SEAU).
SEAU was represented at the event by:
- Vladyslav Sokolovskyi, Chairman of the Board of SEAU,
- Ivan Balytskyi, Head of the Legal Committee,
- Natalia Kurilenko, Auditor and member of the Legal Committee.
The Minister of Energy emphasized that the development of renewable energy sources remains a priority of state policy, and the Ministry supports a number of legislative initiatives aimed at improving competitive conditions for green electricity producers and developing market coupling.
Participants also discussed the issue of debt among market players. First Deputy Minister Artem Nekrasov invited associations to contribute to the development of models and a “roadmap” for resolving the debt problem and preventing future accumulation.
Speaking on behalf of SEAU, Vladyslav Sokolovskyi highlighted:
- the need to introduce agrivoltaics in Ukraine and adopt appropriate legislation. Agrivoltaics can become a promising way to combine renewable electricity production with agricultural business development;
- the importance of studying the experience of EU countries and developing legislation to allow the installation of solar and wind power plants on water bodies;
- the need to continue VAT and customs duty exemptions for the import of PV modules and energy storage systems (ESS) beyond 2025, as these incentives support market growth and grid stability.
Ivan Balytskyi stressed the importance of refining the provisions of the draft law initiated by the Ministry of Energy on creating zones of accelerated RES development to ensure they fully reflect the potential of solar power development and the availability of necessary infrastructure.
Natalia Kurilenko emphasized the need to develop Methodological Guidelines on the accounting of fixed assets of solar power plants that would consider the technical specifics of equipment depreciation and prevent unjustified profit tax surcharges by tax authorities for RES producers.
SEAU thanks Minister Svitlana Hrynchuk and First Deputy Minister Artem Nekrasov for initiating such a meeting and supports the Ministry’s proposal to make these consultations regular.
