SEAU Provided Comments to pv magazine on the Development of Solar Energy in Ukraine in 2025

The Solar Energy Association of Ukraine (SEAU) provided comments to the international industry publication pv magazine on the results of solar energy development in Ukraine in 2025 and the key market trends.

According to SEAU estimates, around 1.5 GW of new solar capacity was commissioned in Ukraine in 2025. Wartime conditions and the lack of official statistics—particularly because businesses and households installing solar power plants for self-consumption are not required to register such capacities—make it impossible to form precise government data. Therefore, the figures presented are based on the Association’s own market analysis. Overall, the total installed solar capacity in Ukraine exceeded 8.5 GW, indicating significant market growth compared to 2024, when around 800 MW was commissioned.

SEAU notes that in 2025 the most dynamic growth was seen in the commercial & industrial (C&I) and utility-scale segments, especially in combination with energy storage systems (BESS). The residential segment demonstrated stable growth. Last year, Ukraine commissioned its first megawatt-scale BESS projects, and hybrid Solar + BESS solutions were actively deployed in industry, the agricultural sector, municipalities, and among household consumers. The largest battery storage project in Ukraine to date was commissioned in September 2025.

Among the key market drivers, the Association highlighted the risks of electricity shortages and blackouts, which are encouraging businesses and communities to invest in their own generation and energy storage. Tax incentives also played an important role, including the abolition of VAT and import duties on solar modules and BESS, introduced in 2024 and extended until 2028, as well as preferential lending programs through state-owned banks and grant instruments of the Ukrainian Decarbonization Fund.

SEAU also emphasized the development of the ancillary services market (FCR and aFRR) with five-year contracts denominated in euros. Companies that won Ukrenergo’s auctions in 2024 commissioned around 398 MW of energy storage capacity in 2025.

In its comments to pv magazine, the Association stressed the need for further development of the ancillary services market, simplification of grid connection and licensing procedures for Solar + BESS projects, implementation of effective war risk insurance mechanisms, as well as the development of auctions and corporate PPAs.

Assessing future prospects, SEAU described 2025 as a turning point for the Ukrainian solar market and forecasts that even more new capacity will be commissioned in 2026 than in 2025—at least 1.5 GW of new solar capacity and more than 3 GWh of BESS. Despite the war, the Ukrainian market demonstrates high resilience and remains investment-attractive, especially in the segment of hybrid and distributed solutions.
