SEAU Presented the Prospects of the Ukrainian Solar + BESS Market to German Businesses

On May 19, Chairman of the Board of the Solar Energy Association of Ukraine Vladyslav Sokolovskyi participated in the international workshop “Decentralised Energy Solutions for Ukraine,” organized by the German-Ukrainian Chamber of Industry and Commerce (AHK Ukraine) in Lviv.

The event focused on the practical aspects of decentralized energy development and opportunities for cooperation between Ukrainian and German businesses in the energy sector.

The workshop brought together representatives of German energy companies, Ukrainian businesses, industry associations, municipalities, and the expert community.

The event was opened by Dr. Wolfgang Langen, representative of the German Federal Ministry for Economic Affairs and Energy and Head of Export Initiatives and Market Entry Programs.

During the panel discussion, Vladyslav Sokolovskyi presented a vision for the transformation of Ukraine’s power system during wartime, the development of solar generation and battery energy storage systems (BESS), as well as investment prospects in Ukraine’s distributed generation sector.

During his speech, it was emphasized that due to the full-scale war, Ukraine has lost or suffered damage to more than 50% of its generating capacity — over 20 GW. This has led to large-scale capacity shortages, electricity outages, and dependence on electricity imports. At the same time, solar generation and energy storage systems are becoming one of the key elements of Ukraine’s new energy system architecture.

The expert noted that distributed generation has effectively become one of the main tools for stabilizing the power system. According to the Association’s estimates, Ukraine needs up to 10 GW of new or restored generating capacity of all types to recover and modernize the energy sector, while solar + BESS models are currently among the fastest solutions for covering the generation deficit.

Vladyslav Sokolovskyi also paid special attention to the development of the Ukrainian solar energy and energy storage market. According to SEAU data, more than 1.5 GW of new solar power plants and over 1 GWh of energy storage systems were commissioned in Ukraine in 2025, while the total installed solar generation capacity has already reached approximately 8.5 GW. A significant share of new projects operates under self-consumption or active consumer models.

The expert also spoke about new business models for investors in the renewable energy and energy storage sectors, including self-consumption, net billing, electricity sales on segmented electricity markets, green auctions, and the ancillary services market of NPC Ukrenergo.

Mr. Sokolovskyi emphasized that energy storage systems have already become a necessary element of modern energy infrastructure, as they enable backup power supply, energy arbitrage, and greater energy independence for businesses and communities.

The workshop also included thematic working groups and B2B discussions between Ukrainian and German companies on the development of distributed generation, energy storage systems, energy efficiency, and municipal energy solutions. SEAU member companies also joined the meetings.

“Despite the war, international companies remain highly interested in the Ukrainian energy sector. For investors today, clear market rules, war risk insurance, and the availability of investment-attractive projects are especially important,” noted Vladyslav Sokolovskyi.

Such events once again demonstrate that despite wartime realities, the Ukrainian energy sector remains attractive for international investors, while the development of solar generation and energy storage systems is one of the key directions in shaping a new, decentralized, and energy-resilient Ukraine.
