SEAU Participates in the State and Business Forum with the President of Ukraine

On June 27, 2025, Vladyslav Sokolovskyi, Chairman of the Board of the Solar Energy Association of Ukraine (SEAU), took part in the State and Business Forum organized with the participation of the President of Ukraine, Volodymyr Zelenskyy, and key government representatives.

The event served as an important platform for open dialogue between the government and the business community in the context of war and post-war recovery.

“Today’s forum provided an opportunity to discuss key aspects of state-business cooperation, particularly in terms of regulatory environment, fiscal policy, and international integration. For the renewable energy sector, such platforms are critically important,” – commented Vladyslav Sokolovskyi.

In his remarks, President Zelenskyy emphasized that national defense remains priority number one. He noted that the defense industry already covers 40% of the Armed Forces’ needs. In support of business, the government is preparing to introduce a moratorium on inspections and underscored the need to actively promote Ukrainian businesses in international markets.

Prime Minister Denys Shmyhal stated that since the beginning of the year, businesses have contributed UAH 1.5 trillion in tax revenues to the state budget. The government continues working on currency liberalization and has already canceled over 2,000 regulatory acts as part of a large-scale deregulation effort. Additionally, businesses may receive up to 15% compensation on the cost of industrial equipment.

First Deputy Prime Minister Yuliia Svyrydenko reported that Ukraine’s GDP is projected to grow by 2.4% in 2024, with the “Made in Ukraine” policy contributing 0.6% of that growth.

Andriy Yermak, Head of the Presidential Office, announced the signing of a decree to eliminate ineffective advisory bodies and the launch of a renewed Business Council starting Monday. He also emphasized the importance of Ukraine’s partnerships with the international community.

In addition to participating in the forum, SEAU Chairman Vladyslav Sokolovskyi held informal meetings with members of the government and Parliament, during which he discussed:

  • the need for recognition of Ukrainian guarantees of origin (GOs) in EU countries;

  • the extension of the cash-based VAT accounting method for renewable electricity producers.

“Based on the statements from government officials and taking into account previous experience, there is cautious optimism that business conditions in Ukraine will, at the very least, not deteriorate,” – summarized Mr. Sokolovskyi.

SEAU welcomes the government’s willingness for constructive dialogue with the business community and looks forward to consistent steps that will support the sustainable development of the renewable energy market and improve conditions for entrepreneurship in Ukraine.
