At its meeting yesterday, the Verkhovna Rada Committee on Energy and Housing and Communal Services supported Government Draft Law # 3658 as a basis and sent it to the plenary in the first reading.
It should be noted that to the great surprise of all attendee at the meeting, Draft Law #3658 and #3658-1, despite their maximum discussion and decisive role in the development of the renewable energy sector in Ukraine, were not even reported by the initiators. Also, these bills were not discussed with deputies, experts or representatives of relevant associations representing the interests of market enterprises.
We will remind, the Draft Law #3658 provides the change of conditions of support for Solar power, in particular, compulsory retrospective reduction of “green” tariff for all operating SES from 2,5 to 15%, deterioration for the investor of conditions of carrying out support auctions, and reduction of “feed-in” tariff for new industrial SPP, built after August 1, 2020, to 4.5 euros, which does not correspond to any economic business models.
The Solar Energy Association of Ukraine has repeatedly raised the issue of revising the conditions proposed by the Draft Law, to prevent the simultaneous destruction of the development of solar energy in Ukraine after a successful 2019 for the industry.
This Draft Law does not change the conditions of support for households.
