On September 25, 2026, the first updated auctions for the allocation of the annual support quota for new solar generation facilities were held. Preliminary results have already been published on the Prozorro.Sale platform.<\/i><\/b><\/p>\n
Two auctions were held on September 25 \u2013 one for solar generation projects combined with energy storage systems (Solar PV + BESS) and another for solar PV facilities without energy storage.<\/span><\/p>\n \u201cSolar PV + BESS\u201d Auction<\/b> \u2013 a 100,000 kW capacity lot was offered.<\/span><\/p>\n 24 companies<\/b> participated, submitting a total of <\/span>26 price bids<\/b>. The total capacity declared by the participants amounted to <\/span>385.9 MW<\/b>, nearly <\/span>3.9 times the lot capacity<\/b>.<\/span><\/p>\n The price bids were distributed as follows:<\/span><\/p>\n \u201cSolar PV\u201d Auction<\/b> \u2013 the lot offered for solar PV projects without BESS amounted to 50,000 kW.<\/span><\/p>\n Only <\/span>2 companies<\/b> participated, submitting <\/span>3 price bids<\/b>. The total declared capacity amounted to <\/span>38.99 MW<\/b>, or approximately <\/span>78% of the lot capacity<\/b>.<\/span><\/p>\n The price bids were:<\/span><\/p>\n A comparison of the two auctions demonstrates a significant difference in the level of competition.<\/span><\/p>\n At the <\/span>Solar PV + BESS<\/b> auction, the number of participants was <\/span>12 times higher<\/b> than at the solar PV auction without energy storage \u2013 24 companies versus 2.<\/span><\/p>\n At the same time, the minimum bid for Solar PV + BESS \u2013 <\/span>5.97 euro cents\/kWh<\/b> \u2013 was lower than the minimum bid at the solar PV auction without BESS \u2013 <\/span>7.30 euro cents\/kWh<\/b>. One factor contributing to this difference may be the significantly higher level of competition at the auction involving energy storage.<\/span><\/p>\n The total declared capacity at the Solar PV + BESS auction amounted to <\/span>385.9 MW<\/b>, which is 3.86 times the lot capacity. For solar PV projects without BESS, participants offered only <\/span>38.99 MW<\/b> against a 50 MW lot.<\/span><\/p>\n The price ranges also differed. At the Solar PV + BESS auction, the difference between the minimum and maximum bids was almost <\/span>twofold<\/b>, while at the solar PV auction without storage the price range was significantly narrower \u2013 approximately <\/span>9.5%<\/b>.<\/span><\/p>\n The average bid at the Solar PV + BESS auction was <\/span>9.54 euro cents\/kWh<\/b>, approximately <\/span>23% higher<\/b> than the average price at the solar PV auction without storage \u2013 7.76 euro cents\/kWh.<\/span><\/p>\n Ivan Balytsky, Head of the Legal Committee of the Solar Energy Association of Ukraine (SEAU),<\/b> commented on the results of the first auctions:<\/span><\/p>\n \u201cThe auctions demonstrated strong participant interest in Solar PV + BESS, with a high level of competition. In my view, the auction would have been significantly more interesting if it had been conducted not as a blind (closed) auction, but as an open one, allowing participants to adjust their bids after the sealed price offers were disclosed. As for the solar PV auctions (without BESS), it appears that they were simply overlooked \u2013 there was no competition. Therefore, the total capacity offered by participants as a result of the auction will be reduced.\u201d<\/span><\/p><\/blockquote>\n SEAU emphasizes that the protocols published on Prozorro.Sale contain the <\/span>preliminary results<\/b> of the auctions.
