{"id":24137,"date":"2026-01-15T17:28:02","date_gmt":"2026-01-15T15:28:02","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=24137"},"modified":"2026-09-11T17:28:35","modified_gmt":"2026-09-11T14:28:35","slug":"retrieve-project-review-of-ukrainian-legislation-on-solar-panel-recycling","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/retrieve-project-review-of-ukrainian-legislation-on-solar-panel-recycling\/","title":{"rendered":"RETRIEVE Project: Review of Ukrainian Legislation on Solar Panel Recycling"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Within the European project <\/span><b>RETRIEVE \u2013 Reintegration of PV panel waste back into manufacturing as high-value products<\/b><span style=\"font-weight: 400;\">, the Solar Energy Association of Ukraine has prepared a review of the Ukrainian regulatory framework applicable to end-of-life photovoltaic modules and the reuse of materials recovered through recycling.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The purpose of the study was to assess how the current Ukrainian legal framework supports the development of a circular model for the solar energy sector \u2013 from the classification and collection of PV waste to recycling and the reintegration of glass, metals, silicon and other recovered materials into manufacturing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The review covers, in particular:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the general waste-management framework and classification of end-of-life PV modules;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">permitting and licensing requirements for waste-management operations;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">digital waste accounting and traceability;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">transboundary waste shipments;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">end-of-waste rules and the re-entry of secondary materials into production;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">prospects for introducing extended producer responsibility for electrical and electronic equipment.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Particular attention was paid to the development of dedicated legislation on waste electrical and electronic equipment. Draft Law No. 2350 was registered in the Verkhovna Rada in 2019 and was subsequently included in the parliamentary agenda; however, as of January 2026, it had not been adopted.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The analysis shows that Ukraine has already developed a substantial part of the general legal infrastructure required for modern waste management. At the same time, a dedicated regulatory regime for waste electrical and electronic equipment \u2013 including a comprehensive framework for extended producer responsibility, collection, recycling and specific requirements relevant to PV modules \u2013 remains incomplete.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A further challenge is the creation of a complete legal pathway that would support not only the recycling of solar panels, but also the reintegration of recovered materials into manufacturing.
