{"id":22825,"date":"2026-05-01T18:05:53","date_gmt":"2026-05-01T15:05:53","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=22825"},"modified":"2026-05-01T18:05:53","modified_gmt":"2026-05-01T15:05:53","slug":"debts-and-the-balancing-market-seau-on-key-challenges-of-the-energy-sector","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/debts-and-the-balancing-market-seau-on-key-challenges-of-the-energy-sector\/","title":{"rendered":"Debts and the Balancing Market: SEAU on Key Challenges of the Energy Sector"},"content":{"rendered":"<p><em><strong>The Chairman of the Board of the Solar Energy Association of Ukraine, Vladyslav Sokolovsky, gave an interview to RBC-Ukraine on the critical debt situation in the electricity market and its impact on preparing the energy system for the next heating season.<\/strong><\/em><\/p>\n<p><span style=\"font-weight: 400;\">According to the expert, the situation in the balancing market continues to deteriorate rapidly. \u201cThe total debt of market participants to NPC Ukrenergo has reached a critical UAH 42 billion,\u201d noted Vladyslav Sokolovsky. At the same time, Ukrenergo\u2019s own debt to generators exceeds UAH 30 billion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The SEAU Chairman emphasized that the pace of debt growth is extremely alarming: \u201cThe dynamics of debt growth are catastrophic,\u201d as debts increase by approximately UAH 1 billion per month and may reach UAH 50 billion in the near future.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to him, this situation has a devastating impact on the sector: <\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cDebts in the balancing market are funds literally drained from generators\u2019 cash flow that could have been directed to recovery, including generation capacity.\u201d<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">According to SEAU estimates, renewable energy and flexible generation are hit the hardest, particularly cogeneration units and gas engine generation. \u201cThis is a paradox: Ukraine declares a critical need for system flexibility, yet those who provide this flexibility remain unpaid,\u201d the expert emphasized.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the interview, Vladyslav Sokolovsky also outlined key steps needed to stabilize the market situation, including:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">introduction of targeted state support for critical infrastructure enterprises;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">reform of the settlement mechanism with the supplier of last resort;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">provision of state financial guarantees to stabilize Ukrinterenergo operations;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">strengthening payment discipline and stopping the accumulation of new debts.<\/span><\/li>\n<\/ul>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cOnly by stopping the accumulation of new debts will we be able to attract financing to cover the existing ones,\u201d Mr. Sokolovsky stressed.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The SEAU Chairman warned that without urgent measures, the situation may have systemic consequences for the entire energy sector: \u201cThese steps must be implemented within the next few months.
