{"id":22804,"date":"2026-04-29T10:05:04","date_gmt":"2026-04-29T07:05:04","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=22804"},"modified":"2026-04-29T10:05:04","modified_gmt":"2026-04-29T07:05:04","slug":"seau-discussed-the-implementation-of-the-digital-product-passport-how-new-eu-rules-will-transform-the-solar-energy-market-and-what-this-means-for-ukraine","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/seau-discussed-the-implementation-of-the-digital-product-passport-how-new-eu-rules-will-transform-the-solar-energy-market-and-what-this-means-for-ukraine\/","title":{"rendered":"SEAU discussed the implementation of the Digital Product Passport: how new EU rules will transform the solar energy market and what this means for Ukraine"},"content":{"rendered":"<p><b><i>The Solar Energy Association of Ukraine held an open meeting of the Committee on Digitalization and Intellectual Property Protection on the topic: \u201cDigital Product Passport: how the EU is preparing the market for solar panel recycling \u2013 prospects for Ukraine.\u201d<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">The meeting was chaired by Committee Head <\/span><b>Ihor Shevchenko<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The event brought together representatives of businesses, installers, developers, equipment manufacturers, and market experts interested in understanding upcoming EU regulatory changes and their impact on the Ukrainian market.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the meeting, the concept of the Digital Product Passport (DPP) was thoroughly examined as one of the key instruments of the European Union\u2019s new circular economy policy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As Ihor Shevchenko noted:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Digital Product Passport is a structured digital record that accompanies a product throughout its entire lifecycle \u2013 from manufacturing to recycling \u2013 storing data on composition, material origin, and carbon footprint.\u201d<\/span><\/p>\n<p><b>The DPP ensures full product traceability, including:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">material composition (silicon, metals, polymers);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">manufacturer and supply chain;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">technical characteristics and degradation;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">carbon footprint;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">dismantling and recycling instructions.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Special attention was given to the fact that the digital passport<\/span><b> is not just a label <\/b><span style=\"font-weight: 400;\">on equipment <\/span><b>but a comprehensive digital data system<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis is not just a QR code on a panel \u2013 it is a full-fledged database ensuring a closed-loop traceability cycle from production to disposal.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The expert emphasized that the implementation of DPP is directly linked to the rapid growth of <\/span><b>electronic and photovoltaic waste worldwide<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0\u201cBy 2030, more than 8 million tonnes of end-of-life solar panels are expected, and by 2040 \u2013 up to 27 million tonnes. Without a traceability system, these materials will become a major environmental challenge.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In response, <\/span><b>the EU is already shaping its regulatory framework:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ecodesign for Sustainable Products Regulation (ESPR);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Battery Regulation (mandatory DPP for batteries from 2027);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Circular Economy Action Plan.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">It is expected that the Digital Product Passport will become mandatory for a wide range of products in the coming years.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Participants were presented with a <\/span><b>prototype digital passport for solar modules developed within the <a href=\"https:\/\/www.retrieveproject.eu\/\" target=\"_blank\" rel=\"noopener\">RETRIEVE<\/a> European project<\/b><span style=\"font-weight: 400;\">, in which the Solar Energy Association of Ukraine participates.<\/span><\/p>\n<p><b>The prototype demonstrates the ability to:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">track each module at the power plant level;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">record all lifecycle events (manufacturing, transportation, installation, operation);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">plan recycling and material reuse;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">generate market analytics for government and business.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">A separate part of the meeting focused on Ukraine\u2019s readiness to implement DPP. Although implementation is still at an early stage, the <\/span><b>basic legislative framework is already being formed<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the Law of Ukraine \u201cOn Waste Management\u201d;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">the National Waste Management Plan until 2033;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">climate policy and European integration commitments.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">An important element of the future model will be Extended Producer Responsibility (EPR), which \u043f\u0440\u0435\u0434\u0443\u0441\u043c\u0430\u0442\u0440\u0438\u0432\u0430\u0454 responsibility for a product throughout its entire lifecycle.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ihor Shevchenko noted that the introduction of the Digital Product Passport will become <\/span><b>one of the key drivers of market transformation<\/b><span style=\"font-weight: 400;\">:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">approaches to manufacturing and equipment import will change;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">transparency requirements for supply chains will increase;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">new opportunities will emerge in recycling and material reuse;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">companies will gain tools to enhance competitiveness in the European market.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The Digital Product Passport is gradually becoming not only a regulatory requirement but also a new standard for doing business in the energy sector.<\/span><\/p>\n<p><b>P.S. <\/b><i><span style=\"font-weight: 400;\">Please note that recordings of meetings and webinars held on the Solar Energy Association of Ukraine platform are available to members upon request.
