{"id":20326,"date":"2025-10-30T14:54:23","date_gmt":"2025-10-30T12:54:23","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=20326"},"modified":"2025-10-30T14:54:23","modified_gmt":"2025-10-30T12:54:23","slug":"retrieve-the-second-life-of-solar-panels-european-experience-for-the-ukrainian-market","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/retrieve-the-second-life-of-solar-panels-european-experience-for-the-ukrainian-market\/","title":{"rendered":"RETRIEVE: The Second Life of Solar Panels \u2013 European Experience for the Ukrainian Market"},"content":{"rendered":"<p><b><i>On October 23, 2025, the Committee on Digitalization and Intellectual Property Protection of the Solar Energy Association of Ukraine (SEAU) held an open meeting on the topic: \u201c<a href=\"https:\/\/www.retrieveproject.eu\/\" target=\"_blank\" rel=\"noopener\">RETRIEVE<\/a>: The Second Life of Solar Panels \u2013 European Experience for the Ukrainian Solar Market.\u201d<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400;\">The session\u2019s keynote speaker, <\/span><b>Ihor Shevchenko<\/b><span style=\"font-weight: 400;\">, Head of the SEAU Committee, presented one of the most relevant areas in the development of renewable energy \u2013 <\/span><b>the recycling and reuse of solar panels<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cA new culture of handling energy equipment is emerging globally. Europe is shifting from a linear consumption model to a circular economy, where no material is wasted but instead returns to the production cycle. Ukraine has every reason to become part of this process\u201d, emphasized Mr. Shevchenko.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">During the meeting, participants were introduced to the <\/span><b>European scientific and innovation project <a href=\"https:\/\/www.retrieveproject.eu\/\" target=\"_blank\" rel=\"noopener\">RETRIEVE<\/a><\/b><span style=\"font-weight: 400;\"> (<\/span><i><span style=\"font-weight: 400;\">Reintegration of Photovoltaic Panel Waste Back into Manufacturing as High-Value Products<\/span><\/i><span style=\"font-weight: 400;\">), implemented under the <\/span><b>Horizon Europe<\/b><span style=\"font-weight: 400;\"> framework.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In <\/span><b>2025<\/b><span style=\"font-weight: 400;\">, <\/span><b>SEAU officially joined the RETRIEVE consortium<\/b><span style=\"font-weight: 400;\"> as a full partner, allowing Ukraine to take an active role in developing and implementing innovative solar panel recycling technologies and establishing a <\/span><b>closed-loop reuse system for materials<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe goal of RETRIEVE is to achieve 95-100% recovery of materials used in photovoltaic modules,\u201d explained Mr. Shevchenko. \u201cIt\u2019s not only about environmental benefits but also about economic value. Glass, silicon, silver, and polymers recovered from decommissioned panels can be reused in the production of new ones. This represents a new market and new opportunities for Ukrainian companies\u201d.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The <\/span><b>RETRIEVE consortium<\/b><span style=\"font-weight: 400;\"> brings together <\/span><b>21 partners from 10 countries<\/b><span style=\"font-weight: 400;\">, including research institutions, technology companies, industrial manufacturers, and industry associations. Representing Ukraine alongside SEAU is SEAU\u2019s educational partner \u2013 the <\/span><b>King Danylo University (Ivano-Frankivsk)<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mr. Shevchenko also highlighted the project\u2019s technological foundation. RETRIEVE employs the <\/span><b>Hotblade process<\/b><span style=\"font-weight: 400;\"> \u2013 a hot-blade method that gently separates panel layers without damaging the materials. This technology enables the recovery of <\/span><b>high-quality clean glass<\/b><span style=\"font-weight: 400;\"> and minimizes silicon losses during recycling.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A special focus was placed on the <\/span><b>digital component<\/b><span style=\"font-weight: 400;\"> of the project \u2013 the creation of a <\/span><b>Digital Product Passport (DPP)<\/b><span style=\"font-weight: 400;\">, which records information about the <\/span><b>composition, origin, recycling process, and carbon footprint<\/b><span style=\"font-weight: 400;\"> of each solar panel.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe Digital Product Passport will become mandatory for solar panel manufacturers in the European Union starting in 2027,\u201d noted Mr. Shevchenko. \u201cThis is not just a technical innovation \u2013 it\u2019s a step toward full market transparency and digital traceability throughout the entire lifecycle of a panel, from production to recycling\u201d.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">The expert also discussed the <\/span><b>EU regulatory framework<\/b><span style=\"font-weight: 400;\"> governing the recycling of energy equipment, in particular <\/span><b>Directive 2012\/19\/EU<\/b><span style=\"font-weight: 400;\">, which establishes the <\/span><b>Extended Producer Responsibility (EPR)<\/b><span style=\"font-weight: 400;\"> principle. Under this directive, producers are obliged to ensure the collection and recycling of panels at the end of their lifecycle or to finance this process through authorized organizations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As part of its participation in RETRIEVE, <\/span><b>SEAU is preparing analytical materials on the Ukrainian solar market<\/b><span style=\"font-weight: 400;\">, identifying regulatory barriers to implementing reuse technologies, and developing <\/span><b>recommendations for aligning Ukrainian legislation with the EU\u2019s circular economy requirements<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cThe Ukrainian solar market is growing, and we must already consider what will happen to these capacities in 20\u201325 years, when the first large plants reach the end of their life cycle. Our goal is to ensure that these materials do not become waste but return to production\u201d, highlighted Mr. Shevchenko.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">This meeting marked the <\/span><b>first in SEAU\u2019s series of events<\/b><span style=\"font-weight: 400;\"> dedicated to <\/span><b>Ukraine\u2019s participation in the RETRIEVE project<\/b><span style=\"font-weight: 400;\">. In <\/span><b>2026<\/b><span style=\"font-weight: 400;\">, the Association plans to hold a <\/span><b>series of webinars and seminars<\/b><span style=\"font-weight: 400;\"> focusing on recycling technologies, the Digital Product Passport, and practical steps for integrating circular economy principles into the Ukrainian solar energy sector.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cWe see enormous potential for synergy between Ukrainian businesses, research institutions, and European organizations.
