Hanna Zamazeyeva, Head of the State Agency for Energy Efficiency and Energy Saving of Ukraine, spoke at the Solar Agro Conference organized by the Solar Energy Association of Ukraine.<\/i><\/b><\/p>\n
In her address, she outlined <\/span>key financing opportunities<\/b> available to the agricultural sector in the context of transitioning to <\/span>energy efficiency<\/b> and <\/span>renewable energy sources<\/b>.<\/span><\/p>\n One of the main tools for such support is the <\/span>Ukraine Decarbonization Fund<\/b>, created with the participation of the Parliament in <\/span>2023\u20132024<\/b>. Ms. Zamazeyeva emphasized that <\/span>farmers can already take advantage of concessional financing<\/b> for implementing energy-efficient and decarbonization measures.<\/span><\/p>\n \u201cThere\u2019s no need to create additional programs \u2013 the Fund already exists, is operational, and offers loans at 9% interest for up to 10 years. These funds are available for the installation of solar power plants, energy storage systems, cogeneration units, conversion to alternative fuels, and other energy-saving projects,\u201d Hanna Zamazeyeva stated.<\/span><\/p>\n As of <\/span>mid-2025<\/b>, the Fund\u2019s budget amounts to <\/span>UAH 1.5 billion<\/b>, and the <\/span>maximum support per project is up to UAH 90 million<\/b> (up to UAH 150 million for a group of companies). <\/span>Applications are reviewed by the State Agency for Energy Efficiency<\/b>, which evaluates whether they meet the goal of <\/span>reducing CO\u2082 emissions<\/b>.<\/span><\/p>\n Special attention during the speech was given to the importance of <\/span>integrating energy storage systems (ESS)<\/b> into all new generation projects:<\/span><\/p>\n \u201cIn Germany and Austria, subsidies are granted only if an energy storage system is installed alongside the solar power plant. Ukraine is also moving in this direction, and we see ESS not as a cost, but as a path to energy autonomy and new business models.\u201d<\/span><\/p>\n Ms. Zamazeyeva added that the <\/span>payback period for solar installations with storage ranges from 5 to 7 years<\/b>, and such systems allow for <\/span>efficient use of peak electricity pricing<\/b>, creating <\/span>opportunities for additional income for farmers<\/b>.<\/span><\/p>\n She also highlighted the <\/span>potential of bioenergy<\/b> in the agricultural sector, particularly the <\/span>use of agricultural waste<\/b> to produce <\/span>biomethane, bioethanol<\/b>, or to power <\/span>cogeneration units<\/b>. According to her, <\/span>new legislation<\/b> mandating a <\/span>minimum share of bio-based fuels<\/b> opens additional opportunities for agri-producers, provided <\/span>sustainability criteria<\/b> are met in accordance with <\/span>RED II \/ RED III directives<\/b>.<\/span><\/p>\n \u201cYou don\u2019t have waste \u2013 you have a resource. Renewable energy produced from agricultural residues not only reduces costs but also improves your compliance with sustainable development goals and European standards,\u201d said the Head of the State Agency for Energy Efficiency.<\/span><\/p>\n In conclusion, <\/span>Hanna Zamazeyeva emphasized that the Decarbonization Fund has already supported dozens of projects<\/b>, including in <\/span>greenhouse farms<\/b>, <\/span>meat processing plants<\/b>, and <\/span>baby food enterprises<\/b>, and <\/span>continues to accept applications<\/b>.
