{"id":19082,"date":"2025-06-20T09:52:42","date_gmt":"2025-06-20T06:52:42","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=19082"},"modified":"2025-06-20T09:52:42","modified_gmt":"2025-06-20T06:52:42","slug":"chairman-of-the-board-of-seau-vladyslav-sokolovskyi-speaks-live-on-pryamyi-tv-channel-about-critical-challenges-in-the-energy-market-and-the-role-of-solar-generation","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/chairman-of-the-board-of-seau-vladyslav-sokolovskyi-speaks-live-on-pryamyi-tv-channel-about-critical-challenges-in-the-energy-market-and-the-role-of-solar-generation\/","title":{"rendered":"Chairman of the Board of SEAU Vladyslav Sokolovskyi Speaks Live on \u201cPryamyi\u201d TV Channel About Critical Challenges in the Energy Market and the Role of Solar Generation"},"content":{"rendered":"<p><em><strong>Vladyslav Sokolovskyi, Chairman of the Board of the Solar Energy Association of Ukraine (SEAU), took part in a live broadcast on the \u201cPryamyi\u201d TV channel, where he spoke about the current state of the country\u2019s energy system, the challenges of the electricity market, and the essential role of renewable energy sources \u2013 particularly solar generation \u2013 in ensuring energy security.<\/strong><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Among the key topics of the broadcast were the development of residential solar power plants (PV), the impact of price caps on investments, and the ongoing debt to renewable energy producers.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cUkraine\u2019s energy system has suffered unprecedented losses \u2013 up to 60% of generation has been damaged or destroyed, equivalent to over 22 GW of capacity. Under these conditions, home solar systems and self-consumption PV installations have become a vital element of energy resilience. Thousands of Ukrainian households have already endured blackouts thanks to their own energy sources,\u201d said Vladyslav Sokolovskyi.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">According to SEAU estimates, <strong>more than 800 MW of solar capacity for self-consumption was installed in Ukraine in 2024 alone<\/strong> \u2013 an absolute record since the start of the full-scale invasion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For the further development of distributed generation, Mr. Sokolovskyi emphasized the need to:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">improve the prosumer mechanism (enabling the sale of surplus electricity),<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">encourage the installation of energy storage systems,<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">expand access to concessional lending \u2013 particularly within the framework of the 5\u20137\u20139% government loan programs.<\/span><\/li>\n<\/ul>\n<p><strong>The broadcast also addressed the issue of price caps (price ceilings) set by the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) and their impact on the investment climate.<\/strong><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cPrice caps are a double-edged sword. While they help reduce the risk of price volatility, they also suppress competition and diminish investment attractiveness \u2013 especially for large-scale industrial solar projects. For residential PV systems, the impact is less critical, but overall market instability is a factor that affects them as well,\u201d Sokolovskyi noted.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\"><strong>Another pressing issue remains the debt owed to renewable energy producers.<\/strong> As of June 2025, the debt of the state enterprise \u201cGuaranteed Buyer\u201d stands at approximately UAH 22 billion. The level of payments over the past few years has fluctuated: 99.2% in 2023, 90.5% in 2025 (as of June), with 2022 remaining the most critical year in terms of arrears \u2013 only 63.6% of payments were made.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cIn 2025, the situation began to improve. Law No. 4213-IX provided for the repayment of part of the debt using funds saved by Ukrenergo. Additionally, this year\u2019s transmission tariff was increased by nearly 30% and is, for the first time in years, non-deficit.
