{"id":18741,"date":"2025-03-28T15:39:49","date_gmt":"2025-03-28T13:39:49","guid":{"rendered":"https:\/\/aseu.org.ua\/?p=18741"},"modified":"2025-03-28T15:39:49","modified_gmt":"2025-03-28T13:39:49","slug":"vladyslav-sokolovskyi-solar-power-plants-and-storage-systems-must-already-be-built-as-a-single-integrated-system","status":"publish","type":"post","link":"https:\/\/aseu.org.ua\/en\/vladyslav-sokolovskyi-solar-power-plants-and-storage-systems-must-already-be-built-as-a-single-integrated-system\/","title":{"rendered":"Vladyslav Sokolovskyi: &#8220;Solar power plants and storage systems must already be built as a single integrated system&#8221;"},"content":{"rendered":"<p><em><strong>On March 27, the Chairman of the Board of the Solar Energy Association of Ukraine (SEAU), Vladyslav Sokolovskyi, delivered a speech as part of one of the panel discussions at the event &#8220;Renewable Energy \u2013 A New Wave of Development?&#8221;, organized by the Ukrainian Energy Development League.<\/strong><\/em><\/p>\n<p><span style=\"font-weight: 400;\">Among the event\u2019s speakers were:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Andrii Konechenkov<\/strong>, Chairman of the Board of the Ukrainian Wind Energy Association,<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Artem Nekrasov<\/strong>, Acting Director of the State Enterprise <\/span><i><span style=\"font-weight: 400;\">Guaranteed Buyer<\/span><\/i><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Kateryna Danylkova<\/strong>, Deputy Director for Prospective Projects at <\/span><i><span style=\"font-weight: 400;\">Guaranteed Buyer<\/span><\/i><span style=\"font-weight: 400;\">,<\/span><span style=\"font-weight: 400;\">\n<p><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">as well as representatives of industrial renewable energy producers.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The event featured panel discussions on <\/span><i><span style=\"font-weight: 400;\">&#8220;What hinders and what stimulates the development of green energy in Ukraine today?&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> and <\/span><i><span style=\"font-weight: 400;\">&#8220;Mechanisms for supporting renewable energy development: guarantees of origin, quota distribution auctions, etc.&#8221;<\/span><\/i><span style=\"font-weight: 400;\">, along with a presentation on the dynamics of renewable energy settlements in the energy market.<\/span><\/p>\n<p><a href=\"https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2.jpg\"><img loading=\"lazy\" class=\"wp-image-18734 aligncenter\" src=\"https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2-300x200.jpg\" alt=\"\" width=\"974\" height=\"649\" srcset=\"https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2-300x200.jpg 300w, https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2-1024x683.jpg 1024w, https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2-768x512.jpg 768w, https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2-1536x1024.jpg 1536w, https:\/\/aseu.org.ua\/wp-content\/uploads\/2025\/03\/2-2.jpg 2048w\" sizes=\"(max-width: 974px) 100vw, 974px\" \/><\/a><\/p>\n<p><span style=\"font-weight: 400;\">During the discussion, Vladyslav Sokolovskyi highlighted key trends in the solar energy sector, focusing on the growth of self-consumption capacity, legislative changes, and the impact of external wartime and market factors on the industry.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to SEAU estimates, about <\/span><b>800 MW<\/b><span style=\"font-weight: 400;\"> of self-consumption capacity was installed in 2024. This significant increase has had a major impact on enterprise energy supply, particularly during the spring and summer periods. A key factor in this process was the <\/span><b>abolition of VAT and import duties on solar panels from July 1, 2023<\/b><span style=\"font-weight: 400;\">, which significantly eased access to equipment and reduced costs for businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, the global trend of <\/span><b>declining solar panel costs<\/b><span style=\"font-weight: 400;\">, ongoing for over five years, continues to influence the sector\u2019s development.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">SEAU has also recorded growing interest in the installation of solar power plants with <\/span><b>energy storage systems (ESS)<\/b><span style=\"font-weight: 400;\">. Some industrial solar plants operating under the market premium mechanism have already started implementing such systems, though large-scale projects have not yet emerged. As Mr. Sokolovskyi noted, the <\/span><b>average cost of 1 MW of solar capacity with an ESS today is equivalent to or even lower than the cost of a solar plant without storage five years ago.<\/b><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">&#8220;Solar power plants and storage systems must already be built as a single integrated system. The next step is large-scale construction of industrial solar power plants with energy storage. We see strong interest from SEAU members in this opportunity. Calculations indicate that this model can be profitable. We need pioneers to launch such projects. If they succeed, it could trigger a powerful wave of industrial solar + storage development,&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> emphasized the SEAU Chairman.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">A significant step in market development was the <\/span><b>introduction of the active consumer status and the adoption of the Green Transition Law<\/b><span style=\"font-weight: 400;\">. This allows businesses not only to consume electricity for their own needs but also to <\/span><b>sell surplus energy to the grid<\/b><span style=\"font-weight: 400;\">, incentivizing further investment in solar energy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another promising mechanism is <\/span><b>corporate PPAs (Power Purchase Agreements)<\/b><span style=\"font-weight: 400;\">\u2014long-term contracts that enable businesses to <\/span><b>sell electricity directly to consumers without government involvement<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, a crucial development was the approval of <\/span><b>Law No. 4213-IX<\/b><span style=\"font-weight: 400;\">, which introduces the concept of <\/span><b>cable pooling<\/b><span style=\"font-weight: 400;\">\u2014allowing multiple generators, such as a solar plant and a wind farm, to be connected at a single grid access point. The National Energy and Utilities Regulatory Commission (NEURC) is currently working on secondary legislation, and SEAU representatives are actively involved in this process.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another challenge for the sector remains <\/span><b>war risk insurance<\/b><span style=\"font-weight: 400;\">, which remains costly. According to Mr. Sokolovskyi, one potential solution is the <\/span><b>creation of a dedicated compensation fund<\/b><span style=\"font-weight: 400;\"> to help insurers lower policy costs.<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">&#8220;If insurance companies reduce the cost of war risk coverage, investors will feel more secure and will invest more in the sector,&#8221;<\/span><\/i><span style=\"font-weight: 400;\"> he explained.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">Mr. Sokolovskyi also emphasized the <\/span><b>need for the development of a renewable energy guarantee of origin market<\/b><span style=\"font-weight: 400;\"> and <\/span><b>legislative changes allowing guarantees of origin to be counted toward internal CO2 tax payments<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the <\/span><b>key factor<\/b><span style=\"font-weight: 400;\"> in the growth of Ukraine\u2019s solar energy sector remains <\/span><b>stability in the &#8220;rules of the game.&#8221;<\/b><span style=\"font-weight: 400;\"> The expert reminded that a <\/span><b>memorandum between renewable energy producers and the government was signed in 2020<\/b><span style=\"font-weight: 400;\"> to reduce the green tariff.
